Tim Hannegan co-founded HLP&R after 23 years as an expert and thought-leader in government and public policy advocacy. Formerly Assistant Director of the United States Government Accountability Office (GAO), Tim spent 10 years conducting executive agency oversight and developing expertise on key issues including trade, financial services, tax, energy, transportation, defense, and telecommunications. He has routinely testified before Congress on these issues and is known as a trusted and valued source for Members of Congress developing and drafting legislative proposals.

Tim spent 13 years of his career at Wexler Walker Government Affairs, where he became President of the firm, working closely with key Senate Democrats advocating on a broad range of issues for his corporate and association clients. In 2008, Tim was a member of President Obama’s campaign policy committee, assisting the campaign, and subsequently the Administration, in developing economic, tax, highway and infrastructure policies, including the President’s American Recovery and Reinvestment Act.

Tim is known in Washington as a strategic advisor who possesses the rare combination of policy expertise across multiple subject matters, political smarts, and long-standing relationships throughout the Administration and Congress.

Tim inherited his love of politics from his grandfather, Robert Hannegan, who served as a cabinet secretary under President Truman and as Democratic National Committee Chairman for President Franklin D. Roosevelt. He graduated magna cum laude and Phi Beta Kappa with a B.A. in government and international affairs from the University of Notre Dame and earned a Master’s in International Economics from the University of Chicago.
